Joel Blank serves as the Section Chief and Regional Product Safety Attaché for the Consumer Product Safety Commission's Beijing Office based at the U.S. Embassy in Beijing, China. Mr. Blank works directly with government and industry stakeholders throughout the Asia-Pacific region to improve the safety of consumer products exported to the United States. Through capacity building activities, technical exchanges, and government-to-government engagement, Mr. Blank promotes compliance with U.S. product safety requirements and coordinates closely with product safety regulators throughout the Asia-Pacific region.
Prior to his current role, Mr. Blank was the Intellectual Property Attaché at the U.S. Embassy in Beijing, China, where he served as the principal officer within the Embassy on matters related to the protection and enforcement of intellectual property rights (IPR) in China. Mr. Blank’s duties included helping to develop, promote, and implement U.S. Government strategies to improve China’s IPR protection and enforcement systems; apprising the Ambassador and other Embassy officials of important IPR developments; and serving as a point-of-contact for U.S. companies seeking to better understand China’s IPR environment.
Prior to his appointment as the IP Attaché, Mr. Blank was an Attorney-Advisor in the Office of the Administrator for Policy and External Affairs at the U.S. Patent and Trademark Office (USPTO). As a member of the Office’s Enforcement Team, Mr. Blank specialized in developing USPTO policy on China-related IP matters, particularly those concerning the enforcement of IPR in China. Prior to joining the USPTO, Mr. Blank was a Senior Attorney in the Office of the Chief Counsel for International Commerce (OCCIC) in the U.S. Department of Commerce, where he advised the International Trade Administration on international trade law issues. While at OCCIC, Mr. Blank specialized in international intellectual property, investment, competition, and China-related legal issues.
Mr. Blank graduated Magna Cum Laude from American University’s Washington College of Law, where he served as the Editor-in-Chief of the International Law Review, and holds a Business Degree from Drake University, where he graduated Magna Cum Laude with majors in International Business, Accounting, and Management.

Arthur Lee is the Electrical Program Area Manager and a senior electrical engineer at the U.S. Consumer Product Safety Commission (CPSC). In his 18-year tenure at CPSC, he has been involved in a wide range of activities, which have played a major role in improving product safety for U.S. consumers. Using state of the art technology and methods to conduct failure analysis and product safety investigations, Mr. Lee has authored 20 CPSC staff reports and articles on analysis and testing of potentially dangerous products and research to improve and promote product safety..

Mr. Lee actively participates in multiple voluntary standards and code-making panels to reduce fire, shock, and electrocution hazards in consumer products. He is the CPSC staff lead technical expert on smoke alarms, which includes serving as a member of the National Fire Protection Association (NFPA) 72 code-making panel and clothes dryers for which he serves on the standards technical panel for Underwriters Laboratories (UL) 2158. His work to improve the efficacy of smoke alarms includes catalyzing changes to the standard to reduce nuisance alarming, improve smoke alarm response to smoldering fires, increasing smoke alarm audibility, and expanding interconnectivity of battery-only alarms. His efforts to reduce fire hazards with clothes dryers was instrumental in the incorporation of a fire containment test in UL 2158.

Mr. Lee was a co-instructor at the National Fire Academy for a specialized course that taught critical skills to effectively investigate and evaluate potential electrical fire causes. The course demonstrated current techniques, practices, protocols, and standards to investigate and evaluate failures in electrical systems and consumer products.

Before joining CPSC, Mr. Lee worked for the Naval Surface Warfare Center (NSWC) as a project manager in testing and qualifying new weapons for the U.S. Navy.

Mr. Lee graduated from the University of Maryland in 1988 with a B.S. in Electrical Engineering and Mathematics.

Li Liping serves as the Regional Consumer Product Safety Specialist in the Asia-Pacific Region for the United States Consumer Product Safety Commission (CPSC). Based in the U.S. Embassy in Beijing, her mission is to work with the Regional Consumer Product Safety Attaché to help ensure that consumer product manufacturers and government consumer product safety authorities get the latest and best information about CPSC requirements, encourage manufacturers to use globally recognized best manufacturing practices to ensure consumer product safety, and conduct global outreach and education activities about U.S. consumer product safety requirements.
A marketing communications and consumer product safety professional with over 20 years of service in multinational companies and U.S. Government, Ms. Li brings extensive experience in Government Affairs, Product Safety, Corporate Communications and Marketing Communications which include global branding, joint-venture establishment, project management, product liability issue, etc.
Ms. Li was born in Beijing, PRC. She holds a master’s degree in Integrated Marketing Communication from Peking University and a bachelor‘s degree in Economics Management from Beijing Institute of Tourism. She traveled extensively within China and outside of China including Europe, the United States and Asia.

Lisa Scott is a Fire Protection Engineer with the U.S. Consumer Product Safety Commission at the National Product Testing and Evaluation Center in Rockville, MD. Lisa has led the Mattress Flammability Testing Program at CPSC since 2008, conducting large scale flammability tests in support of 16 CFR part 1633, Standard for the Flammability (Open Flame) of Mattress Sets. In 2011, Lisa helped design and commission the agency’s on-site fire testing laboratory in Rockville, MD, which allowed the testing program to move from off-site testing to an expanded schedule within the NPTEC.
Lisa’s other responsibilities at CPSC include upholstered furniture flammability test method development, computed tomography imaging of products, and electrical product evaluations at the NPTEC. Lisa is a member of both the Flammability Program Area and Electrical Program Area Risk Management teams.
Before joining the CPSC in 1999, Lisa held electrical engineering positions with the National Electrical Manufacturers Association (NEMA) and the National Institute of Standards and Technology (NIST). Lisa earned a Bachelor of Science in Electrical Engineering and a Master of Engineering in Fire Protection Engineering, both from the University of Maryland.

Steve Williams joined the U.S. Consumer Product Safety Commission in December 2014 to serve as an International Program Manager. In this role, he works as part of a team responsible for the Consumer Product Safety Commission's engagement with foreign governments and manufacturers, as well as with international organizations involved in consumer product safety.
Steve’s regional focus is China and cooperative partnerships. He works with product safety regulators in China in efforts to improve product safety throughout the supply chain. He also provides guidance on U.S. consumer product safety requirements to Chinese manufacturers and industry organizations.
Before joining the CPSC, Steve was a Deputy Director of the Trade Agreements program at the U.S. Department of Commerce, International Trade Administration. Steve participated in trade agreement negotiations, as well as outreach and training for the U.S. and international business community, particularly small businesses.

Mr. Vandromme has been covering Competition Policy and Consumer Protection affairs at the EU Delegation to China since September 2018. Before joining the Delegation in China, he was serving as the Deputy Head of the Trade Section of the Delegation of the European Union to the Republic of Korea. Between 2009 and 2013, he was serving the European Commission in EU-China Trade and Competition matters from the Beijing Delegation. Prior to relocating to China, he worked as a Senior Foreign Consultant in Kim & Chang's Antitrust & Competition Practice Group from 2007 to 2009. Mr. Vandromme’s practice areas included merger notifications, mergers and acquisitions and other cross-border corporate transactions and defence of antitrust investigations. Mr. Vandromme has worked for the European Commission since 2001. Previously he held various positions in the Directorate General for Competition, notably in the area of State Aid and as the Head of the Department's internal audit capability, from 2001 to 2006. He holds a Master’s degree in Business Administration from the Katholieke University of Leuven (Belgium), a degree in European Law from the Institute of European Studies, Strasbourg, and majored in Economics at the University Faculty St- Ignatius of Antwerp, Belgium.

Rick Rosati is the Vice President of Government Affairs and Industry Standards in the Americas at Bureau Veritas Consumer Product Services (BVCPS). His primary responsibilities are to lead the companies Technical Services Team in monitoring and communicating legislative and regulatory activity, participating in pertinent standards development activity, supporting client and program development and supporting industry activities and trade shows. Rick has been with Bureau Veritas for 18 years.

Previous to his current role, Rick was the Director of Technical Services for Toys, Juvenile Products and Hardlines, he was the Manager of testing operations in Buffalo, NY and started with BV as a Product Test Engineer. Rick also worked in the Insurance Industry for 15 years as a property and products liability Loss Control Engineer.

Rick is currently on the Board of Directors for the International Consumer Products Health and Safety Organization (ICPHSO). He also actively participates in several ASTM standards-development subcommittees and is the subcommittee Chair for ASTM F15.42 on furniture tip over and safety. Rick is also the Chair of the ASTM F15 Executive Committee on Consumer Products.

Flore is a Principal Engineer at UL LLC and a Distinguished Member of Technical staff working out of UL’s Taipei, Taiwan office. His responsibilities include leadership in the development of standards, technical competency, global consistency, integrity and engineering quality in the development, maintenance and application of UL product certification requirements in innovative and safe consumer & enterprise technology products for global markets.
Flore’s specialties, background and continuing interests include: Hazard-Based Safety Engineering (HBSE), Safety Science, Safety Research, Product Safety; IEC 62368-1 (Safety of AV & ICT Equipment), IEC TR 62368-2 (Explanatory information related to IEC 62368-1) and IEC 62368-3 (Safety aspects for DC power transfer through communication cables and ports). Flore has been involved in the development of IEC 62368-1 since 2008. IEC 62368-1 is a new hazard-based standard that will ultimately replace IEC 60950-1 and IEC 60065. He is a member of IEC TC108 WG5—the working group for electric shock hazard. Flore is also a member and regular speaker of annual ISPCE (IEEE Symposium on Product Compliance Engineering) and a member of TPC (Technical Program Committee) since 2016. He is the Technical Advisor of IEEE Product Safety Engineering Society Taipei Chapter. In addition, Flore is leading a region-wide ad hoc team responsible for development, marketing and pilot implementation of new/innovative products/services in consumer technology.

Roger Ball has been crafting iconic sports products since 1983 for Burton Snowboards, Fisher Price, Cooper Canada, Itech Sports, Brine Lacrosse, Bell Helmets and Nike. During his 25-year teaching career, he has led design studios in North America, Asia and Europe.

Professor Ball is the Associate Chair and Director of Graduate Studies for the Industrial Design program at Georgia Tech. Roger and his team in the Body Scan Lab develop design tools for fitting the human body using the latest technologies.

His award-winning 3D anthropometric study, SizeChina, created the first digital database of Chinese head and face shapes. As the founder of the Asian Ergonomic Lab at the Hong Kong Polytechnic University his team drove the development of ‘China-fit” products for global brands. Rogers research clients include Luxottica, Microsoft, 3M, Cartier, Neurosky and cirque du soleil

Professor Ball holds an MFA from the Domus Academy in Milan and a PhD in Design Engineering from TUDeflt University in the Netherlands. Professor Ball is a 1000 Talent Scholar and Chair Professor of Industrial Design at Hunan University in Changsha China.

Mr. Gao Shiwang is the Director of Industry Development Department of China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME). He holds a bachelor degree in Economy, majored in Statistics, and earned his Secondary Economist Certificate afterwards.

Mr. Gao’s 18 years of professional career has been spent focusing on import and export monitoring, trade trend analysis and policy research. As an industry expert, he keeps on studying the electromechanical foreign trade and industry dynamics with ICT as his specialty. Based on his keen observation and deep understanding, he published dozens of study analyses on professional media each year. He has also been actively engaged in DVD patent right negotiation, intellectual property research on smart phones, WTO ITA expansion negotiations as well as the continuous assessment of industry impact related to trade frictions etc.

Guo Kuilong started to work in July 1988. He has worked in Xuzhou Heavy Machinery Factory and XCMG Import and Export Company successively. In May 1999, he started to work in CCCME and has dedicated in Constructional &Agricultural Machinery Branch, CCCME Administrative Office, Exhibition Center, Home Appliance Industry Department, Yiwu Project Department, and Market Development Department, etc. Guo Kuilong has continuous research and deep understanding of machinery and electronic trade sector, international market, industrial operation and so on. He also gets involved in and takes charge of CCCME specific works such as exhibition at home and abroad, analysis of foreign trade situation.

Robert Gwynne serves as the Director of Sky Talent International., a sourcing/design company, where he is focused on facilitating several markets globally and servicing brands and retailers. Mr. Gwynne is an experienced professional in many facets of the footwear trade and has worked with clients from large brands, retailers, to small boutique labels/startups.

Prior to his current role, Mr. Gwynne held designer and managerial positions at Barricci, JP Originals, Charming Shoppes, Di’Giulio’s Shoes, and more. He holds a degree in Fashion Merchandising and Design from Philadelphia Art Institute.
