Sir Heng Sokkung, MD, PhD Secretary of State Ministry of Industry, Science, Technology & Innovation and President of the Doctor Alliance of the Union of Youth Federations of Cambodia Vice Chairman of the International Trauma Rescue and Treatment Association Heng Sokkung is the Secretary of State of the Ministry of Industry, Science, Technology and Innovation of the Kingdom of Cambodia. Before serving this pot1folio, he used to be an Undersecretary of State and Secretary of State of the Minjstry Post and Telecommunications and Ministry of lndustry, Mines and Energy, Ministry of Industry & Handicraft. He is also a Member of the National Committee for the United Nations Economic and Social Commission of the Asia and the Pacific (UN-ESCAP) from 2008 till now.He was the first Cambodian Speaker in the High Level Regional Policy Dialogue on the Food, Fuel Crisis and Climate Change: Reshaping the Development Agenda in 2008, Bali, Indonesia, organized by UN-ESCAP. He is now also the speaker in various UN and International Dialogues and Forums and he represent his Ministry and Cambodia in many Free Trade Agreement Negotiation between ASEAN Member State with some friend countries such as China, Korea, Japan, Australia and New Zealand and EAEU. Heng Sokkung was born in May1979; just 4 months after the country had been liberated from the genocidal Khmer Rouge Regime, in Phnom Penh. It was also a place where he grew up and learns. After the completion of his primary education, he passed the national competition for the outstanding student in Khmer Literature for twice in his secondary school and change his school from Samaki to Santhormok lligh School, the school where produced lot of leaders and talented business people. Sold.'llng graduated with a bachelor degree in Public Law from Royal University of Law and Economic Sience in 2000, and Medical Doctor Degree in 2003 from Royal University of Health Science, and he later earned his Master Degree in Public Law from Chenla University and his Doctor of Philosophy in Leadership and Management from Atlantic International University, Honolulu, Hawaii, USA. He continued his Leadership and Management academy in many countries such as Thailand, UK, Vietnam and Japan. His volunteerism joumey starts in1997 while he was a student in the Royal University of Law and Economic Science; he became the Secretary General of the CPP Youth in Pursat Province in 2008 and in November of 2012, he was elected to be the Member of the Central Committee of the Union of Youth of Federations of Cambodia (UYFC), and President of the Union of Youth Federations of Cambodia of Pursat Province. With his Leadership and Management background, he and his 2 other colleagues, with the strong support from Honorable Hun Many, President ofUYFC and Honorable. Yim Chhay Line, have created the Doctor Alliance of Union of Youth Federations of Cambodia in 2014, a youth organization under the umbrella of UYFC focusing on social, humanitarian activities and serve as community health service that provide free treatment to poor people and communities in every provinces of the countries, regardless of their backgrounds, religious beliefs or political tendencies. In his role and responsibility as President of the Doctor Alliance of UYFC, he and his colleagues has also made utmost efforts to affiliate the networking with other health care leaders throughout the countries and the region with a special endeavor to promote national and regional health care services and social welfare.

Chan is currently the Director, Center for Education in Medical Simulation, and Executive Assistant to Dean of the Faculty of Medicine, at Macau University of Science and Technology. He is also the Vice Chairman of the Advisory Board at the Macau Healthcare Promotion and Management Association. He is a Standing Committee Member of the International Trauma Rescue and Treatment Association in Beijing, and Honorary Consultant for Peking University Peoples Hospital in Beijing. He is also an Honorary Professor at the First School of Clinical Medicine BUCM, and Executive Council Member of the World Association of Chinese Doctors. For the Portuguese speaking world, he is an Honorary Member of the Brazilian Medical Association, and Honorary Vice President of the Angola Chamber of Commerce in Macao for Medical Affairs. He is also the Co-Founder of Sino-Luso International Medical Forum, promoting healthcare education and skills training between Macau SAR and Portuguese Speaking Countries. Dr Chan is a regionally acknowledged frontrunner in healthcare simulation. Over the past 19 years he has contributed to the arena of medical simulation by introducing skills training programs to advance positive outcomes and reduce errors in the Commonwealth of Australia, New Zealand, Hong Kong SAR, Macao SAR and mainland China.

Bush China-U.S. Relations Foundation Winner of 2017 Oslo Business for Peace Award, Awarded by the Committee of Nobel Laureates in Peace and Economics Among less than 20 individuals to be awarded the Thomas Jefferson Initiated “Peace Through Commerce Medal” by the U.S. Government since its inception in 1790 and the only person in history to have been awarded both the Oslo Business for Peace Award and the Peace Through Commerce Medal. Among 228 individuals from around the world to have been nominated and subsequently shortlisted in March 2016 by the Nobel Committee for consideration for the 2016 Nobel Peace Prize. W. Bush China-U.S. Relations Foundation. On March 28, 2017, Dr. Harley Seyedin and Elon Musk won the 2017 Oslo Business for Peace Award. The selection was made by an independent committee of Nobel Prize winners in Peace and Economics in closed-door meetings. The Committee chose the recipients from a pool of nominees from over 40 countries put forward by the United Nations Global Compact (UNGC), the United Nations Development Program (UNDP), and the International Chamber of Commerce (ICC). Each Year, the Business for Peace Award is presented at the end of a two-day celebration entitled “Business for Peace Summit” in May in Oslo, Norway. The ceremony takes place in Oslo City Hall, the same location as that of the Nobel Peace Prize ceremony. In addition to a Welcome Reception and Gala Dinner, hosted by HRH Crown Prince Haakon and HRH Crown Princess Mette-Marit, the Summit also hosts the Business for Peace Roundtable. Harley is among less than 20 individuals to receive this Medal in the 228 years since its inception. This Medal is the highest honor awarded to an individual by the U.S. Department of Commerce.
